Abstract
Capacity building and cooperation in science and technology are important aspects of the Belt and Road Initiative of China. However, the plans to carry out the initiative must reflect the demand of the host countries and the supply of potential resources in China. Thailand 4.0 is the new national strategy for the country. It singled out 10 leading industries, such as “smart electronics” and “digital economy” for the future of Thailand. Through document analysis and interview with government officials and practitioners in the related industries, this paper mapped out 31 areas of technology for Thailand 4.0. With the information collected from the MOST China in Beijing and field trips to 19 Chinese provincial units, the authors also propose a 4F framework (Funding, Facility, Firm and Field), a methodology used for systematically identifying the science and technology resources in each provincial unit in China, and matching with partners in technology areas of Thailand 4.0
